Processing and archiving the hidden data that reveal environmental and sociological condi- tions of the river, the building also provides administrative of ces for the water management of Gdansk. 

Sited on an outlet arti cially created to reduce ice jams, the proposal introduces a ood prevention scheme of water reservoirs. During cold conditions, this excess water is then misted around the building, allowing ice to form around the steel and glass structures and cables. This not only stores excess ood water in a solid form that slowly melts throughout the year, but also becomes a heraldic representation of the River.
